The reason why these two projects are undertaken is to assist Iraq, in line with the targets of The Iraqi National Development Strategy (2007-2010); and adhering to the UN Millennium Development Goals: “to reduce child mortality”, “improve maternal health” and “combat HIV/AIDS, malaria & other diseases, thus, endorsing the motto: “health as a human right” in line with international conventions. The rehabilitation works have been designed to respond directly serving a total of approx. 2.8 million Iraqi inhabitants of the cities and adjacent areas of Ramadi (1.3 Mil) and Tikrit (1.5 Mil).

In 2008, UNDP Iraq fortified its offices in Baghdad and Erbil while establishing new offices in Basra, Najaf and Ramadi that have opened the path for other UN and international agencies to access more areas of Iraq.
While pursuing our efforts to help get the Iraqi people and state back on their feet, we have succeeded in parlaying a relatively modest international staff in those five cities into providing technical assistance and training the Iraqi officials and the creation of thousands of jobs benefiting millions of citizens.

The Iraqi Ministry of Electricity (MoE) organized a conference, “Opportunities for Independent Power Producer (IPP) Investments in Iraq” facilitated by UNDP. It was the first step in promising future venture between the Iraqi Government through the Ministry of Electricity and IPPs worldwide in Iraq (IPP is an entity, which is not a public utility, but which owns facilities to generate electric power for sale to utilities and end users).

Regional Ministry of Electricity in Kurdistan (RMEK), Republic of Iraq and UNDP Iraq signed the cost sharing agreement on November 17 2008 in Erbil, Iraq, in which UNDP Iraq is to provide the capacity building for implementing the Electricity Sector Reconstruction Project* in Kurdistan funded by JICA ODA soft loan. UNDP Iraq will assist RMEK in all procurement processes in accordance with the JICA rules and guidelines and in supervising the implementation works of subprojects (installation and commissioning, etc) in order to provide better electricity services with the people. The duration of this technical assistance is expected to be 40 months.
This is the first significant cost sharing from the Government of Iraq.

The media visit to the north of Iraq took place from 8 to 12 November 2008, with the initiative of UN Mine Action Service and support from UNDP Iraq. The participating journalists were from Al Jazeera TV, Reuters, NRC Handelsblad (the Netherlands), and ARD (Germany). The journalists visited minefields (operational and cleared) and prosthetic, rehabilitation and vocational training centres and income generation projects for landmine victims and interviewed GoI counterparts. At least one article from Reuters was put on the website (link below), and Al Jazeera broadcasted a programme in Arabic news.

A two-week train-the-trainer course in procurement audit for nineteen auditors from the Bureau of Supreme Audit and Office of Financial Management (Kurdistan) was given at the ITC-ILO Center in Turin, Italy 17-28 November 2008. The course was implemented in cooperation with the World Bank while the course material was prepared and delivered by audit and training experts from the International Labour Organisation-International Training Centre and the Court of Accounts of Morocco.
