EU-LADP extended support in strategic planning to six other Governorates

Missan – Fourty-two officials from Governorates and Provincial Councils of Baghdad, Najaf, Karbala, Wassit, Babel and ThiQar participated in the Provincial Development Planning Process Workshop held from 26 to 29 December 2016 in Missan.

The 4-day training was organized under the Local Area Development Programme (LADP), funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP) upon the request of the Government of Iraq’s Ministry of Planning.

EU Ambassador to Iraq Mr. Patrick Simonnet, said: “EU is committed to strengthen the capacity of central and local authorities in Iraq and this training is an example of our commitment that goes beyond the geographical coverage and scope of the EU funded LADP. I am glad that the Ministry of Planning is working together with Governorates at local level to ensure the same quality of provincial strategic plans. I am aware that all these Provincial Strategies will become part of the National Development Plan of Iraq and I will be very proud, if the latter will have a positive impact on the people of Iraq.”

Deputy Minister of Planning, Dr. Maheer Johan, expressed his gratitude to LADP for the quick response to the ministry’s request. He announced that “the workshop will help the local governments in preparation of their strategies for the next 5 years. These Provincial strategies will become part of the Iraqi National Strategy for 2017-2022.” He added that this workshop was timely and important to assist two main policies of the Iraqi Federal Government – decentralization and community based planning. He underlined the importance of partnership with the private sector. Dr. Johan expressed his hope that cooperation with EU-LADP will continue and will cover the remaining governorates.

UNDP Gender Specialist Sundus Abbas noted: “This workshop is an opportunity to multiply good practices and share modern methodologies by providing technical support to both the Ministry of Planning and 6 Governorates (that are not part of the programme). The methodology will facilitate the work of the planning departments in local governments and will allow them to use a unified approach.”

The team of international and national experts shared knowledge and scientific approaches in planning by leading discussions and practical sessions. Trainers’ team leader facilitated exchanging experiences amongst governorates and adopted learning-by-doing approach where the highest commitment of participants was observed. Training materials, guidelines and video lessons will be developed by EU-LADP team of experts in a manual for easy future reference in relevant planning processes by central and local public administration. The latter will ensure sustainability of the process as well as serve as the basis for by-laws and regulations.

Head of Local Development Department in the Ministry of Planning, Dr. Mohammed AlSaed, mentioned that ”by organizing this workshop in a small city like Missan, EU-LADP and UNDP delivered a very active practical example of local development which expressed and met the core of local development theory and approaches.” 

Head of Strategic Planning in ThiQar Provincial Council, Ms. Ashwaq Talib, said: “The knowledge and skills that we have obtained through this workshop came at the right time to fill in the gaps in our work and to answer the questions that we inquired for. We highly appreciate this support and we hope it will be continued.”
