Staff of Iraq’s Council of Representatives capacitated on legal drafting and review

Sulaimaniyah- The United Nations Development Programme (UNDP) organized a workshop over the period of 22-25 February 2017 in Sulaimaniyah to help capacitate staff of Iraq’s Council of Representatives (CoR) on legal drafting and review. Titled Principles and Skills of Legislation Review, the workshop was funded by the Government of Denmark under UNDP’s Strengthening Participatory and Accountable Governance project (SPAG).

Twelve participants from the Speaker’s Office of Legislation Affairs and legal advisors to parliamentary committees were introduced to the principles of legislations, systematic review tools and methodologies, in addition to mechanisms of analyzing draft laws, and drafting language

Legal Advisor to the Office of Legislation Affairs, Mr. Osama Najim, said: “This is my first technical training on the development and review of legislations, and it will help to strengthen our performance in general. We are keen on moving a step further with quality legislation in the parliament through training on advanced techniques.”

SPAG Acting Project Manager, Mr. Zeyad Al-Obaidi, said: “Capacitating specialized staff of the Legislation Affairs Office will significantly help the COR to implement its mandate, as all legislation drafts are reviewed by this Office.”

UNDP has been supporting Iraq’s Council of Representatives in modernizing its internal procedures, in order to empower its oversight role over legislative processes and strengthen participatory and accountable governance in line with national reform plans.
